*Here* is the latest from lovely Bolivia, land of great excitement and trumped-up arrest charges.

genocide.

"Officials have said that between 14 and 28 people died in that incident in rural Pando, as well as two more in the provincial capital, Cobija."

GENOCIDE?

Open Ground: Please concentrate on the charge, not the overall situation. We have lots of topics and time elsewhere to call into question E. Morales and his part in the Bolivarian Socialist Revolution. Please also remember that this is not a unique case: the first charges rolled out by the Russian when they invaded Georgia last month was that Georgians were "committing genocide".

Is it the new refuge of scoundrels in world conflicts to claim overarching legal principles (in even the most trivial of cases)? Is this misappropriation the logical extension of the long efforts to create a legal basis for (and against) war?

This seems like a variation on the "big lie" to me.

1. Identify a behavior which is universally condemned.
2. Accuse your neighbor of that behavior.
3. Take reprehensible action.
4. Claim justification based on 2.
5. Goto 4. as necessary.

The problem is that a very large number of influential people have claimed genocide is ample justification for intervention. As long as you keep genocide in the debate, you can't lose.

It's revolting.

How coincidental you should mention that... Revolt against a recognized monarch was, in post-Westphalian Europe, considered grounds for invasion to restore the deposed Royalty.

Like we did (not) in Rwanda?

By invoking "genocide", it seems to make a story last an extra news cycle or two, and then, when the facts don't support the claim, the MSM treats it as the boy who cried wolf. On the other hand, if the cry of "genocide!" goes up, and the situation actually does include the dictionary definition The systematic and planned extermination of an entire national, racial, political, or ethnic group then the real revolting response by the world seems to be "Why should we stop it? What's in it for us?"

what has he been participating in? Peace rallys?

anyone who engages in any coup attempts against him has just signed his death warrant!

Governor Leopoldo Fernandez has been jailed-- the report I read is he is being charged with "inciting unrest."

I will bet the jail's conditions are worse than those in Mexico!
