U.S. Secretary of State C. Rice is making another contribution today to the verbal fusillade between the American and Russian governments.

Key points seem to be:
A willful disconnection of mutually beneficial programs from those in areas of confrontation. (That is a good start, but coming 7 weeks into the exercise it seems well past due.)
A willingness to recognize that Russian efforts to distract attention by involving proxies in Latin America and the Middle East have been seen for what they are, and will be treated a part of the problem, not as distractions. (Her words on Venezuela are particularly cutting.)
The thing is, the situation is one of Deeds not Words. The world is watching for Deeds, no matter how small, rather than listening for Words, no matter how big, by both sides.

This was a good speech-- and it sounded firm! yay!!
I loved this- A pat on the back from Daniel Ortega and Hamas is hardly a diplomatic triumph.

there is talk of Russian oil companies forming a partnership for oil projects in Venzuela-- and Russia is thinking about putting a space center in Cuba?
Bolivia is turning to Russia for funds to replace the US funding for anti-drugs program?
Even I can see Russia is trying to forge these ties with Latin countries as to defy the US!

Chavez plans to visit Russia next week during a swing through Portugal and China, RIA cited the Venezuelan leader as saying. Sechin presented Chavez with a new Russian biography of Cuban revolutionary Fidel Castro, the news service said.

The Portugal visit is a continuation of relations based on a May 2008 agreement to sell V. Oil for P. food and technology assistance.
The China visit is believed to be partly looking for Oil markets, and partly arms shopping.
Boy am I behind the news--
Sechin was allegedly in Cuba to evaluate the damage done by the hurricanes- nothing to do with-"that Cuba might be used as a refueling base for Russia's nuclear-capable bombers."

Hey LDG-- I was just about ready to post that same link!! But I got side tracked-- I was reading about Moskva entering thr Sevastopol Bay-- Sept 16th-
oops-- "the" -- I am sure you figured it out--
crap-- I was reading an article written Sept. 16th about Moskva entering the bay-- I just learned something new-
Ukraine allowed Russia to lease Sevastopol as a military base until 2017.
Earlier, on one of the networks, there was mention of this speech by a Rep. who also stated what you pointed out--several weeks later?
